ABSTRACT
Today’s generations can affect the future ecosystem more than any previous generations and aggravate the welfare of future people. People who have not yet been born are excluded from political decisions important to their lives. Due to the future generations’ lack of influence, current generations have a responsibility to act.
The current generation's responsibility for the well-being of future generations has been used as an argument for an increasing number of legislative and policy measures across the world but are rarely followed up in practice.
This book examines when commitments to future generations are followed up in practice and in what situations they are not.
A concept of solidarity with future generations is developed and applied to four policy areas: the UN 2030 Agenda, national political institutions for future generations, constitutions and climate lawsuits, and regulations of economic debt or savings for future generations. Germany and Norway are selected as cases to evaluate what the commitments might entail in practice.
The book highlights where the gaps emerge, and what needs to be done. The failing transition from the global to the national level highlights a need for stronger cosmopolitan elements in the international political system. Institutional bindings are generally weak at the national level. Financial restrictions show it is possible to establish strong institutional constraints, but the focus on financial resources is too narrow. Both national and global institutional bindings must be strengthened to show social solidarity with future generations.

Abstract
This book presents a critical account of how citizenship unfolds among socially marginalised groups in democratic welfare states. Legal, political and sociological perspectives are applied to offer an assessment of the extent and depth of citizenship for marginalised groups in countries which are expected to offer their members a highly inclusive form of citizenship.
The book studies the legal and political status of members of a nation-state, and analyses how this is followed up in practice, by examining the subjective feelings of membership, belonging or identity, as well as opportunities to participate actively and be included in different areas of society.
Showing how the welfare state and society treat citizens at risk of social exclusion and offering new insights into the conceptual interconnection between citizenship, social exclusion, and the democratic welfare state, the book will be of interest to all scholars, students and academics of social policy, social work and public policy.

Festivaler har i de senere årene inntatt en sentral rolle i norsk kulturliv, og det har utviklet seg et mangfold av ulike festivaltyper.
Denne rapporten viser hvordan Kulturrådets tilskuddsordninger til festivaler fungerer som kunst- og kulturpolitisk virkemiddel. Rapporten rommer på den ene siden en overordnet analyse av festivalers særpreg, og av de sentrale målene i norsk kulturpolitikk og Kulturrådets virksomhet. På den andre siden analyserer den festivalarrangørenes og publikums tilpasning til og syn på kulturpolitiske føringer og virkemiddelapparat.
Rapporten presenterer tre hovedfunn.
Det første er at Kulturrådets forvaltningspraksis er preget av en pragmatisk tilpasning til et sammensatt og mangfoldig landskap av festivaler.
Det andre hovedfunnet er at Kulturrådets tilskudd til festivaler preges av en økende institusjonalisering, hvor de samme festivalene mottar tilskudd år etter år. Samtidig som Kulturrådet legger stor vekt på fleksibilitet og nyskaping, har både festivalarrangører og Kulturrådet et klart behov for forutsigbarhet.
Det tredje hovedfunnet er at mange ulike kvalitetsbegreper er virksomme, både innad i Kulturrådet og blant festivalarrangørene. Her ligger det en spenning mellom ulike verdihierarkier.
Rapporten er skrevet av en gruppe forskere med base på OsloMet - storbyuniversitetet (Oslo Metropolitan University).

This book explores generation as both a reference to family or kinship structures, and a reference to cohorts or age sets. The principal objective is branching out this two-part concept through studies of tensions and solidarity within and between generations of advanced and robust welfare states.
Answering key questions using multiple disciplinary approaches, the book considers how generations challenge advanced and robust welfare states; how new and young generations are affected by living in an advanced welfare state with older generations; how tensions or solidarity are understood when facing challenges; and what the key characteristics are of certain generation types. It contributes to the development of a more comprehensive generation approach within social sciences by developing the concept of generation by exploring different challenges to the welfare state such as migration, digitalization, environmental damages, demands for sustainability, and marginalization. Highlighting the escalating tensions and altered versions of solidarity between generations, this book shows how a comprehensive concept of a generation can create new insights into how we collectively coordinate and resolve challenges through the welfare state.
It will be of interest to all scholars and students of social policy, sociology, political science, and social anthropology.

Innvandrerorganisasjoner som skoler i demokrati og byråkratiCappelen Damm Akademisk 2014
Vår tids integreringsdebatt dreier seg i stor grad om kultur. I denne boken hevder Marianne Takle at debatten bør konsentrere seg mer om politisk integrering. Man kan ikke kreve at personer med minoritetsbakgrunn overtar majoritetens kulturelle verdier, men man kan kreve at de tilpasser seg landets demokratiske prosesser. Dette kan blant annet skje gjennom innvandrerorganisasjoner.
Samtidig er innvandrerorganisasjoners rolle i integreringsprosessen et kontroversielt tema. Mange mener at organisasjonene lukker medlemmene inne i etniske og nasjonale grupper. Forfatteren viser at bildet er sammensatt, og at det er viktig å utvikle en mer finmasket teoretisk forståelse av hva integreringsprosessen innebærer. Denne boken reiser derfor spørsmål som:

Selv om Universitetsbiblioteket ved Universitetet i Oslo hadde ivaretatt nasjonalbibliotekfunksjonene helt siden 1813, skulle det gå nesten 200 år før Norge fikk et eget fullt utbygd Nasjonalbibliotek. Historien fram mot denne etableringen er lang og innfløkt, og den fortelles og fortolkes her for første gang i sin helhet av Marianne Takle. Hvorfor fikk Norge et fullt fungerende nasjonalbibliotek først i 2005, i en tid da mange mener nasjonalstaten er under nedbygging? Hvorfor skjedde det ikke i 1905, da den nasjonale begeistringen var på sitt sterkeste? Hvorfor ble Nasjonalbibliotekets magasiner og deler av bibliotekets drift lagt til jernverksbyen Mo i Rana, 1035 km fra hovedstaden? Og hvordan forstår det nye Nasjonalbiblioteket sin nasjonale rolle, i en periode preget av kulturindustri, innvandring og digital kommunikasjon? For å svare på disse og andre spørsmål følger Takle nasjonalbibliotek-saken i offentlige dokumenter gjennom skiftende økonomiske, politiske og kulturelle kontekster gjennom nesten 200 år. Det er en lang fødselshistorie som her blir dokumentert, og den har ikke bare interesse som institusjonshistorie. I like stor grad er dette historien om samspillet mellom sak og samfunn, om de politiske betingelsene som måtte på plass før et stortingsvedtak kunne gjøres og om hvordan et politisk vedtak blir satt ut i livet og gis innhold.

This book examines the understanding of the national aspect during the political process which led to the founding of the National Library in Mo i Rana in 1989 and in Oslo in 1999, and how this is reflected in National Library practice today. The point of departure for this analysis is that a nation state not only represents a cultural and political community, but also comprises a set of institutions. Emphasis is attached to a clear distinction between the formation of a nation and its maintenance. In established nation states, government institutions uphold and adjust national categories. This process is known as ‘national reproduction’.
This study of the national aspect in the National Library takes two questions as its starting points. The first question is why Norway established a national library in a time when the significance of a nation state as an economic, political and identity-shaping entity had changed. The second question concerns how the National Library has delimited the national aspect through its institutional practice since its establishment.

(2007) German Policy on Immigration - from Ethnos to Demos?

This book documents and analyses changes to the immigration policy in Germany from Reunification in 1990 until 2005. Immigration policy is defined as a question of definition and redefinition of the boundaries of the national political community. The analysis shows that the concept of national political community was both disputed and reformulated in this political process. All the parties reformulated their arguments in a parallel fashion around the same time. This reformulation was not a one-dimensional or a purely linear process from an 'ethnos' to a 'demos' mode of thinking. By the end of this period, rights-based arguments had been combined with an increased emphasis on an immigrant's duty to accept both the central values of the German political system and the national cultural values. The main pattern of change demonstrates a shift from an ethnic understanding of national political community towards one that combines rights and cultural values.
